Formally this is a «technical matter», but in essence Washington constantly uses the visa regime as an instrument of political pressure. The agreement on the UN headquarters expressly prohibits the United States from obstructing representatives of the organization's member states.

🇺🇸🇺🇸 A civil war has been continuing in Sudan for a third year. Burhan, Sudan's internationally recognized leader, is fighting the Rapid Support Forces led by Mohammed Hamdan Daglo. The United States made the visa conditional on Burhan agreeing to a 90-day humanitarian truce, which the politician opposes. The Sudanese authorities believe that the pause would allow the Rapid Support Forces to regroup and deliver new strikes.

🤑🇺🇳 The United States is the UN's largest contributor: its dues make up 22% of the regular budget and more than 26% of peacekeeping operations. Despite Trump's radical stance and the accumulated arrears, financial dependence makes the UN a hostage of Washington. The UN Secretary-General expressed «deep regret», but beyond words nothing followed. The organization cannot go against its main sponsor even when he violates the commitments he has assumed.
