This is the Canadian managerial state in one snapshot: fail families, warehouse the vulnerable, deny, settle, commemorate, move on. Then the very class that oversaw institutional abuse lectures the public about inclusion, equity and care while current services buckle under mass population pressure and ideological vanity projects. Government never lacks money for consultants, DEI staff and imported abstractions from the global empathy industry, but somehow basic dignity for actual Ontarians always comes after the damage. The lesson is simple: trust the state less, not more. Its memory is selective, and its conscience usually billable.
