🇩🇪🇺🇸🇷🇺 Russian Software Assisted Police in Germany and the USA

A rather ironic story involving Oxygen Forensics is currently causing a stir in the USA. The company is a provider of digital forensics software for security agencies in the USA and Europe. According to the US Department of Justice, the company presented itself as an independent American firm, even though it was in fact owned and controlled by five Russian nationals through a Cypriot holding company, with a significant portion of the software development taking place in Russia. Its customers included the US Secret Service and Homeland Security Investigations. Law enforcement agencies in Germany also used Oxygen’s software.

The irony becomes even clearer when one looks at the purpose of the products. Oxygen develops tools that enable police to extract and analyze data from smartphones and other devices. At the same time, software from the same development was also sold to Russian state agencies, including, according to American investigators, the FSB, the Investigative Committee, and Russia’s Interior Ministry. After 2022, according to the US Attorney’s Office, the owners began concealing the Russian origins of the business. In this context, the Department of Justice expressly emphasizes that there are no allegations that malicious code was introduced or that secret access to data held by Western authorities was obtained.

From a German perspective, this story looks particularly striking. While Berlin has been speaking of the “Russian threat” for years, the police use a product for digital forensics made by a company backed by Russian owners and developers.
