In agriculture, the key objective is to increase economic returns per hectare. In Ulugnor District, 5,000 hectares have been shifted from cotton to feed crops, creating a feed base sufficient for at least 10,000 head of cattle. Poultry capacity is also expected to expand in Jalaquduq and Khojaabad, while a fish farming cluster covering 1,200 hectares is planned in Ulugnor.

Another major direction is the development of industrial orchards and processing capacity. Agrostar is expected to provide irrigation to 4,000–5,000 hectares and establish high-value fruit production. $30 million has been allocated for the program, with another 200 billion sums designated for supplying water to foothill areas. The share of fruit and vegetable processing is expected to rise from 16% to 30%, while exports are targeted to reach $500 million. This approach shifts agricultural policy from expanding physical output toward generating higher value added.
