Ontario is nowhere near its 1.5 million homes by 2031 target, and the establishment answer is pure regime comedy: fiddle with zoning, trim building code rules, and pretend the demand shock from mass immigration does not exist. The Toronto Board of Trade wants faster approvals and lower development charges, as reported, but notice the sacred taboo. No serious elite in this country wants to say you cannot import population at breakneck speed and then act shocked that housing collapses.
This is the Trudeau legacy in one neat little disaster package: federal migration bloat, provincial target theatre, municipal bottlenecks, and ordinary Canadians priced out while the consultant class calls it growth. Doug Ford can rewrite codes all day, but if Ottawa keeps treating Canada like a post-national intake terminal, every housing plan is dead on arrival. A sovereign country matches immigration to infrastructure. A globalist one just gaslights its own citizens and calls the shortage inclusive.
