That is the real headline. Not reconciliation theatre, not sensitivity seminars, not another glossy federal promise. A core public function in Ontario is losing legitimacy so badly that communities are trying to build a parallel response structure from scratch.

And this is the Trudeau-era model in miniature: endless moral posturing, institutional decay, then fragmentation sold as progress. Thunder Bay Police takes backlash, NAN says the system is not respectful, and everyone pretends this is just a cultural competency issue. No, it is state failure. When basic policing and search capacity break down, sovereignty erodes from the ground up. Ottawa and Queen’s Park can fund all the consultants they want, but a country that cannot guarantee equal public order ends up with balkanized services, tribalized politics, and less trust for everyone.
