Mark Carney rejected a U.S. trade deal, touched off a tariff spiral, and now wants applause for defending sovereignty while Alberta edges toward a fall referendum that could crack the federation. Alberta separatist sentiment did not appear out of mountain air. It was cultivated by a federal class that treats the West like a revenue colony and national unity like a branding exercise. Carney is selling managed decline with a banker’s accent and calling it leadership.
