The necessary guarantees are the recognition of democratic society, the free development of language and culture, expanded local government law, and constitutional citizenship.
Local democracy networks, neighbourhood and city councils, cooperatives, political parties, civil society and local administrations are the arteries of this transition.
The solution does not lie in concentrating authority at the centre, but in deepening democratic law and organisation at the local level.
Without restructuring the nation-state’s centralised legal order through constitutional and legal reforms, trust cannot be built.
If the current Republic does not democratise, democratic integration will not take place.”
