Both Dr. Ahmed Kirkuki, a member of the Defense Committee of the Kirkuk Provincial Council, and Hakim Rahman, the uncle of Muhammed Hemin, state:
Iraqi Counter-Terrorism Forces placed the ID of an ISIS member into Muhammed’s pocket.

Dr. Ahmed Kirkuki says that Iraqi Counter-Terrorism Forces informed them that one of the ISIS fighters had two IDs on him. During the clash, the IDs fell; the Counter-Terrorism Forces randomly attributed one ID to the ISIS fighter and assigned the other to Muhammed.
