— Iran’s problems cannot be resolved unless there is a serious internal process of accountability. Iran must investigate and, where there is credible evidence of criminal responsibility, legally prosecute figures such as Javad Zarif and Hassan Rouhani, while thoroughly investigating the role and decisions of Abbas Araghchi and others involved in sensitive state affairs. The files, decisions, communications, and intelligence accounts from both before and after the martyrdom of Imam Sayyid Ali Khamenei must be reopened and independently examined. Most importantly, Iran must fully investigate the circumstances surrounding the assassinations of Qassem Soleimani, Mohsen Fakhrizadeh, and Sayyid Ebrahim Raisi, expose the security failures and possible internal or external involvement behind each case, and make the findings public.
