Prison reform but make it absurd

Canada cant keep drugs out of prison, so naturally the solution is taxpayer-funded snorting kits. Not security, not enforcement, not consequences just state-approved paraphernalia with a wellness brochure vibe. The real tell in this little masterpiece is that the bureaucracy now treats collapse as a service model: if they fail to stop the problem, they redefine managing the fallout as compassion and send you the bill.
