This update makes backward-incompatible change to block.tlb: ConfigParam 43, in particular size_limits_config_v2#02 constructor. Note, however, that this constructor was never used in both testnet/mainnet yet.

testnet-global.config.json was updated: outdated DHT and LSes removed, added new.

Testnet network configuration was updated: now basechain is splitted to a few shards by default, to match mainnet behavior and provide better testing environment.

Block generation restored. Issue was related to the incorrect network configuration: currently in testnet ConfigParam8.version is set to 6 (experimental). Different testnet-branch commits behave differently for this version, discrepancy in block validation caused issues with consensus.
