In Telegram Desktop, a test version 6.2.1 was accidentally released.
The code indicates that we can expect a new feature "Repeat".

This means that when scheduling a message to a user, you’ll be able to choose to have it repeat daily, weekly, biweekly, monthly, or yearly.

This feature will be available for Premium users only.
