Strategic Impact: Targeting transmission disrupts the chain (Plant -> Substation -> Line -> Consumer). Even with existing generation, electricity cannot reach consumers if grid links fail.

Ukraine added 1.8 GW of distributed gas generation, but this relies on intact grid connections. Production without delivery capability is ineffective.
