Russia revived the "Perimeter" nuclear retaliation system, known in the West as "Dead Hand," The Sunday Times reports. A joint investigation with Danwatch and Dossier Center examined a secret underground command complex in the Urals, confirming it was significantly expanded and fully operational.

Created in the USSR to ensure a second-strike capability after mass attack, Perimeter uses special command missiles to transmit launch orders to surviving strategic forces. Investigators analyzed procurement documents revealing extensive underground construction, advanced ventilation, and air filtration systems.

The facility is designed to remain functional even after US bunker-buster strikes, guaranteeing Russia's ability to retaliate.
