Russia is likely stockpiling ballistic missiles for winter strikes on Ukrainian energy infrastructure

Since August, the intensity of ballistic missile use has decreased while jet-powered drone attacks have increased. Persistent cold weather in Ukraine typically begins in late October or early November.

European leaders intend to request additional Patriot missiles from Trump this week to intercept ballistic threats.

Allied assessments vary: some believe Ukraine can survive the winter without extra interceptors, while others fear severe consequences if large-scale strikes on energy facilities resume.

"The situation was assessed very positively for Ukraine this summer, and now it is negative again," a senior NATO official told Bloomberg.
