🇷🇺🌍 On 13 October 2026, Tatiana Dovgalenko, Director of the Department for Partnership with Africa at the Ministry of Foreign Affairs of the Russian Federation, addressed the Plenary Session of the Second Russian-African Raw Materials Dialogue, held from 12 to 16 October.
Key Takeaways:
▪ Political dialogue with Africa is expanding rapidly. It is essential to strengthen the material foundation of our relations; current trade turnover stands at over $27 billion.
▪ Building a mutually beneficial Russian-African partnership in the raw materials sector is a priority topic for the upcoming Third Russia-Africa Summit in Moscow on 28–29 October 2026.
▪ While economic structures and historical epochs shift, mineral and subsoil resources continue to underpin global economic stability. Modern information technologies, alongside contemporary creative industries, simply cannot function without essential rare earth minerals.
▪ Despite its vast reserves and leading position in global extraction, Africa’s share in processing remains marginal. There are distinct risks of "mineral colonialism"– a model driven by exporting Critical Raw Materials (CRMs) to fuel industrial growth outside the continent.
▪ Today, Africa is undergoing a "second awakening." We stand with the African people and are ready to be a reliable partner in strengthening their economic, technological and resource sovereignty.
▪ Our efforts closely align with the African Union’s Agenda 2063 ("The Africa We Want") and the Africa Mining Vision.
▪ Provisions on advancing the processing industry, localising manufacturing, generating value-added products and training highly skilled professionals will be integrated into the final declarations of the Moscow Summit.
▪ Leveraging the Raw Materials Dialogue and the Economic and Humanitarian Forum at the Third Summit will be essential to bridging the gap between Russian and African enterprises, unlocking new collaborative opportunities in resource extraction and subsoil management.
