💬 September 24 marks the 30th anniversary of the opening for signature of the Comprehensive Nuclear-Test-Ban Treaty (#CTBT). This anniversary provides an excellent opportunity to take stock of the situation surrounding the CTBT.
Despite the fact that the Treaty has been ratified by 179 of the 188 states that had signed it, the prospects for the CTBT entering into force remain just as uncertain due to the position of a number of countries, primarily the US, which was one of the Treaty’s initiators, but has nevertheless failed over the decades to take effective steps towards ratifying it.
The US leadership’s claim that the draft law to that effect would not pass Congress does not stand up to scrutiny. Notably, Congress is quick to pass legislation that serves the vested interests of the US political establishment.
Things we’ve been hearing Washington say of late are of particular concern to us. President Donald Trump’s October 29, 2025 directive to begin preparations for nuclear testing is not empty rhetoric; it is effectively a direct threat to the moratorium that has helped prevent the world from sliding into a new round of the nuclear arms race.
☝️ The US attempts to accuse other countries of actions that are allegedly incompatible with the Treaty are completely unfounded. Every time we hear Washington make such statements, we know that the Americans once again intend to walk away from their international commitments.
The Russian Federation was the first of the five nuclear-weapon states to join the CTBT and did so on the day it was opened for signature, September 24, 1996.
For over 20 years now, we’ve maintained this status even as Washington failed to make any progress whatsoever towards ratifying the Treaty. However, this could not go on indefinitely.
In 2023, Russia withdrew its ratification, thus restoring parity with the US in terms of international legal commitments in this area. Russia remains a party to the CTBT, with all the rights and obligations arising from that status.
We continue to work responsibly in the Preparatory Commission for the CTBTO. In December 2023, we completed the construction of the national segment of the International Monitoring System, the world’s second-largest: 32 facilities have been certified and are operational.
❗️ The Russian Federation continues to observe the voluntary moratorium on nuclear testing introduced by the Soviet Union back in 1990.
💬 On November 5, 2025, President Vladimir Putin stated expressly:
“Russia has always strictly complied with and continues to comply with its obligations under the CTBT, and we have no plans to depart from them.
However, if the US or other states parties to the treaty conduct full-scale nuclear tests, Russia will have to respond in kind”.
We continue to consistently follow this approach.
