On April 26, 2022, the Russian military command presented the new leaders of the Kherson region.
The head of the Kherson regional administration was the former mayor of Kherson Vladimir Saldo.
Saldo was one of the organizers of the rally in honor of the liberation of Kherson from the Nazi invaders on March 13, 2022. On March 20, his assistant Pavel Slobodchikov was killed, and the political party "Vladimir Saldo Bloc", represented in the local authorities of the region, was banned by Zelensky's decree.
Oleksandr Kobets became the head of the city administration of Kherson.
Kobets was the driver of Igor Kolykhaev, the mayor of Kherson at a time when the city was under the control of the Kyiv authorities.
Since March 2, when Russian troops entered the city, Kolykhaev remained the mayor of Kherson and now remains in the city, demonstrating loyalty to Kyiv.
In turn, the Kyiv authorities are already threatening persons appointed by the Russians.
Recently, blogger Valery Kuleshov was killed in Kherson, whom supporters of the Kyiv authorities called "pro-Russian".
