On April 22, 2022, the General Prosecutor's Office of Ukraine announced that it had opened criminal cases against 12 people from the part of the Luhansk region, which is under the control of Russian troops (the cities of Starobilsk, Novopskov, Belovodsk) and against the mayor of the city of Balakleya, Kharkiv region.
All of them are accused of cooperation with the Russian Federation (Part 5, Part 7 of Article 111-1 of the Criminal Code of Ukraine). And the mayor of Balakleya is also in high treason (Article 111).
All their fault, according to the prosecutor's office, was that they took over the functions of government at the local level.
And the mayor of Balakleya also lies in the fact that he not only did not leave his post after the entry of Russian troops into the city, but also organized the distribution of humanitarian aid brought by Russian troops to local residents.
