"Has it gotten too bloated? Yes. Are there things that need to be fixed? Yes. Does this bill do that? It does it in certain instances," Leon said. "Right now, this bill doesn't really address that root issue."

"Why is Congress getting involved? Well, they're getting involved because these little four letters in Indianapolis have not done certain things over the years, the NCAA, to regulate their sport," said Leon.
