Stablecoin distribution just got a five-year lock-in. 🤝

Binance bought $100M of Circle shares and signed a new five-year agreement to promote USDC across its platform, with a focus on emerging markets.

Under the deal, Circle pays Binance a monthly incentive fee tied to USDC balances, while Circle provides the infrastructure for holding and using USDC. It replaces earlier arrangements from November 2024 and August 2025.

Issuing a stablecoin is one thing. Getting it into users’ hands is another, and that is where the competition is moving.

Regulatory clarity in the US just hit a wall. 🇺🇸

The Senate failed to advance the CLARITY Act — the bill meant to define US crypto market structure — falling short of the 60 votes needed for cloture (49-50).

The sticking point wasn’t the SEC/CFTC framework the industry wanted. It was a dispute over ethics provisions covering officials’ crypto holdings.

Prediction markets had priced passage at 82% back in February. By the vote, that had fallen to single digits.

For now: the SEC’s Regulation Crypto Assets consultation stays open until Oct 20 — progress continues at the agency level, even as Congress stalls.
