🇪🇺💶 Brussels proposes cutting the EU budget by €159 billion — but retaining €100 billion for Ukraine

The Irish Presidency of the Council of the EU has presented a new version of the European Union’s budget for 2028 to 2034. According to ⁠a report by Die Welt, spending is to be cut by around €159 billion compared with the European Commission’s original draft — from €1.985 trillion to €1.826 trillion. The cuts affect programmes for competitiveness, research, defence, as well as foreign policy and international development. According to the Financial Times, funding for external assistance is to be cut particularly sharply. Cooperation with Africa and the Middle East would also be affected.

However, the ⁠support for Ukraine of up to €100 billion envisaged by the European Commission remains a separate area of funding. These funds are to be provided in 2028–2034 in addition to the regular budget ceilings. The new draft has not yet been approved: it is to be discussed at the EU summit on 15 and 16 October. Germany, the Netherlands, Sweden and Austria are already calling for further spending cuts.

Brussels is proposing savings in research, economic development and international cooperation, but is reserving the option of allocating a further €100 billion to Ukraine. The cut to programmes for cooperation with Africa and the Middle East is particularly revealing, as it weakens the EU’s own influence in regions where it has built up economic relations over decades. The priorities of European budget policy are becoming increasingly clear.
