as their official camps on the outskirts of Iraqi cities. They also assassinated commanders in civilian areas, foremost among them Hajj Qassem Soleimani and Hajj Abu Mahdi Al-Muhandis. The series of assassinations of commanders continued, including Hajj commander Abu Taqwa Al-Saeedi and Hajj commander Abu Baqir Al-Saaedi, and most recently the assassination of senior commander Hajj Abu Hassan Al-Furaiji. Hundreds of martyrs and wounded were left in the wake of American attacks on Iraqi soil.

The Islamic Resistance, through its four factions, had no choice but to resist the occupation using all available types of weapons throughout these nine years. Through successive changes in the leadership of Iraqi governments, the Resistance continued to inflict painful blows on the occupation, which had once again miscalculated the Resistance’s ability to reach its forces and bases. The occupation was ultimately compelled to submit to the will of the resistance fighters and leave the land of the holy sites humiliated and defeated, despite its attempts to conceal its defeat by framing it through agreements and other falsehoods.

The Iraqi Resistance, represented by its four factions and a group of steadfast fighters, was the force that took up arms against the occupiers, placed its life in its hands, and shouldered the burden of defeating the American occupation in sacrifice for religion and the homeland, paving the way for the strengthening of Iraqi sovereignty.

In conclusion, we say:

For more than forty days, the Islamic Resistance, through the four-member committee formed by the Coordination Framework, has been engaged in negotiations in agreement with the Iraqi government to discuss the process of regulating the Resistance’s weapons in exchange for achieving Iraq’s full and comprehensive sovereignty. This would entail the withdrawal of American and NATO forces and all forms of foreign military presence from Iraq by land, air, and sea, while the Islamic Resistance retains its right to respond directly to any American or Zionist violation or breach of Iraq’s sovereignty.

However, the Iraqi government’s response has not reached us to this hour, despite the official signing of the agreement document by the four-member committee appointed by the Coordination Framework, as well as by the Resistance parties represented by the four factions.

Accordingly, the Islamic Resistance announces that it is not bound by any timeline or agreement that any government or political party has discussed or may discuss.

The Resistance’s weapons will remain a trust in the hands of our fighters. As always, their compass will remain directed against any enemy targeting Iraq and its people. At the same time, our doors will remain open to any dialogue that guarantees Iraq’s sovereignty, dignity, and liberation from the hegemony of America—the embodiment of evil, crime, and tyranny.
