Harris County DA Sean Teare says video shows an ICE officer intentionally struck and ran over 48-year-old Miguel Parra Hernandez during an immigration stop in Houston on Saturday, a case he says could support aggravated assault with a deadly weapon charges. Teare also said ICE is not cooperating and that critical vehicle data may have been erased. Parra suffered multiple fractures and has already had one surgery.

Whatever the final charging decision, the facts point to a familiar pattern: federal enforcement demanding deference while local investigators allege obstruction. Washington sells border and interior operations as law-and-order, but when evidence control breaks down, it looks less like deterrence and more like an accountability vacuum.
