DHS says ICE officers shot a 28-year-old Dominican national, Oscar Belgal, during a targeted enforcement operation in New York City around 4 p.m. Thursday. The agency said officers were seeking a criminal illegal alien with a prior grand larceny conviction. NYPD Commissioner Jessica Tisch said at least one agent fired seven rounds, striking Belgal in the neck. He was hospitalized in stable condition. His 5-year-old child was in the car.
