To achieve this goal, we both fight and negotiate. Meaning, at the right time, we must fight with all our might. We find every opportunity to raise our readiness, and whenever we reach victory in the field, we must record that victory and consolidate and stabilize it, and turn it into a document of defeat for the enemy, and take the necessary privileges to strengthen ourselves.
So when we say we both fight and negotiate, our purpose is not that we are waging an endless war or negotiating forever. Rather, our purpose is that we fight to subjugate the enemy, so that they are forced to submit to the rightful demands of our nation. If they do not, they will accept defeat.
