The desire of feminists in the 1970s and 1980s to improve access to high quality child-care coincided with a period of change when greater emphasis was placed on regulatory controls and accountability processes through the Ministry of Education (MoE) and the Education Review Office (ERO). It also coincided with the push by the government to encourage women into the workforce to become productive earners. Since that time, there has also been a gradual process of increasing qualification levels within the early learning workforce, across all types of early learning providers (eg teacher-led, Playcentre, homebased care.)
