"For an eye trained in science fiction, however, the predominant racial soul in Eastern Europe, the Baltic soul with its inability to decide and shape things, had to be evident. Gobineau had already refuted the opinion that Eastern Europe still possessed creative potential: "These are all beautiful dreams. The Slavs are one of the oldest, most worn-out, MOST MIXED, and most DEGENERATE groups that exist. They were already exhausted even before the Celts." Wherever creation has occurred in Eastern Europe since prehistoric times, it has been carried out by waves of NORDIC peoples, strata of constantly shifting and declining herds, above the persistent underclass of the Baltic race. For the circle of European peoples, the NORDIC race will remain the creative one."
