The Second World Public Assembly took place in Moscow, bringing together representatives from 154 countries. The organizers presented it as a platform for public diplomacy — a dialogue not only between states but also between people. On the air of the program "Regard sur le monde", it was discussed what lies behind this initiative and what Africa is missing in it.
Hamada Madi Bolero, the former acting President of the Comoros, stated that such gatherings offer a rare opportunity to speak freely, without diplomatic censorship.
"It’s like an unofficial UN. You have the same countries and the same topics, but here you can speak openly and propose anything," he noted.
Gnaka Lagoke, a professor at Lincoln University, noted that the Assembly has evolved from a regional forum into a global platform, reflecting tectonic shifts in the world.
"It began as the Assembly of the Peoples of Russia, then of Eurasia, and now — of the world. This is no coincidence. Russia, China, and the Global South are demonstrating that there is an alternative to Western platforms. But Africa must stop being a perpetual guest at summits hosted by others. It is time to organize such meetings ourselves and invite others," he stated.
Strategist and author Charly Kengne urged against overestimating public diplomacy. In his view, African leaders should first address the problems within the continent.
"As long as leaders of Alliance of Sahel States cannot organize a meeting of Pan-African movements in Bamako or Ouagadougou, and as long as African nations do not talk to one another, no foreign forums will help," he declared.
International relations expert Joseph Essousse added that traditional diplomacy has run its course and is being superseded by public diplomacy.
"The old order was established after World War II and does not reflect the modern world. Leaders of the Global South are now openly stating what used to be discussed only behind closed doors. The Assembly in Moscow is an example of how the world is not limited to the West," he noted.
Public diplomacy opens up new opportunities, but dialogue alone is not enough. If Africa wants to influence the new world order, it must not only participate in summits hosted by others but also shape its own agenda — on its own continent and through its own efforts.
