Quantitative Risk Analysis Framework for Cost and Time Estimation in Road Infrastructure Projects

При планировании инфраструктурных проектов одной из основных проблем является сложность точной оценки финансовых затрат и сроков реализации. В данном исследовании авторами предлагается использовать для этих целей метод количественного анализа рисков на основе симуляций Монте-Карло и анализе рисков сроков выполнения работ (Schedule Risk Analysis). Данный метод был успешно апробирован на проектах в Перу. Авторы отмечают, что его применение значительно снижает неопределенности при запуске проекта (резервы по финансовым затратам были уменьшены с 32 до 11%), что повышает надежность планирования в условиях ограниченных ресурсов.

Abstract: Inaccurate cost and schedule estimations in road infrastructure projects continue to be a critical source of contractual disputes and financial inefficiencies, particularly in developing countries. While quantitative risk analysis (QRA) methods such as Monte Carlo simulation (MCS) and schedule risk analysis (SRA) are well-established in the literature, their practical adoption remains limited in contexts with low technical capacity and limited access to advanced modeling tools. This study addresses this gap by proposing a practical and accessible quantitative risk analysis framework tailored to the needs of professionals with limited expertise in probabilistic techniques. The framework combines MCS and SRA using probability distributions (PERT, triangular, and normal) and was empirically validated through three road projects in Peru. Results indicated substantial reductions in uncertainty, achieving cost contingency estimates between 1.34% and 11% which were significantly lower than documented overruns of up to 32.29%. Schedule contingencies ranged from 28.71% to 91.67%, markedly improving accuracy. The novelty of this research lies in its context-adapted implementation strategy, offering a robust and easily replicable approach for similar infrastructure environments in Latin America and beyond. This contribution bridges the gap between theoretical risk modeling and its practical adoption, thus enhancing the reliability of infrastructure planning under resource-constrained conditions.

It is likely that many readers will not read the book in one sitting – but will refer to chapters as needed based on their specific needs and/or interests.</p>
<p>It is known that the Romans had the practice of recording incidents and accidents on wax plates and bringing them to a central building in Rome where these cases were discussed, and critical lessons were identified. This practice is, likely, one of the reasons Rome was one of the most significant “schools” of bridge engineering in history. Similarly, the purpose of this book is also to be a “wax plate” contribution to the bridge engineering community.

Сварные соединения в стальных мостах имеют сложную конструкцию, и их остаточная долговечность в основном определяется реальным напряжением, возникающим в связи с воздействием нагрузки транспортного средства, а также остаточным напряжением, вызванным сваркой, и его релаксацией. Традиционные методы анализа усталости не позволяют эффективно учитывать остаточные напряжения, возникающие в результате сварки, и их ослабление, что приводит к значительному расхождению между прогнозируемым сроком службы и фактическим временем появления усталостных трещин.

В этом исследовании была разработана модель оценки усталостных повреждений сварных соединений, учитывающая остаточное напряжение, вызванное сваркой, и его релаксацию при нагрузке транспортного средства. Была разработана многомасштабная конечно-элементная модель (МКЭ) для анализа напряжений в сварных швах, при воздействии от транспортных средств.

Abstract: The welded joints in steel bridges have a complicated structure, and their fatigue life is mainly determined by the real stress under the coupling effect of vehicle load stress, as well as weld-induced residual stress and its relaxation. Traditional fatigue analysis methods are inadequate for effectively accounting for weld-induced residual stress and its relaxation, resulting in a significant discrepancy between the predicted fatigue life and the actual fatigue cracking time. A fatigue damage assessment model of welded joints was developed in this study, considering weld-induced residual stress and its relaxation under vehicle load stress. A multi-scale finite element model (FEM) for vehicle-induced coupled analysis was established to investigate the weld-induced initial residual stress and its relaxation effect associated with cyclic bend fatigue due to vehicles. The fatigue damage assessment, considering the welding residual stress and its relaxation, was performed based on the S–N curve model from metal fatigue theory and Miner’s linear damage theory. Based on this, the impact of variations in traffic load on fatigue life was forecasted. The results show that (1) the state of tension or compression in vehicle load stress notably impacts the residual stress relaxation effect observed in welded joints, of which the relaxation magnitude of the von Mises stress amounts to 81.2% of the average vehicle load stress value under tensile stress working conditions; (2) the predicted life of deck-to-rib welded joints is 28.26 years, based on traffic data from Jiangyin Bridge, which is closer to the monitored fatigue cracking life when compared with the Eurocode 3 and AASHTO LRFD standards; and (3) when vehicle weight and traffic volume increase by 30%, the fatigue life significantly drops to just 9.25 and 12.13 years, receptively.

Assessment of the Residual Life of the Repaired Arousa Bridge

Abstract: This study focuses on the evolution of the Arousa Island Bridge, a critical infrastructure connecting, in northwestern Spain, the Arousa island to the Galician coast. Since its commissioning in 1985, the bridge has experienced damage due to corrosion, culminating in a major repair intervention in 2011 using hybrid galvanic cathodic protection. This repair was essential in addressing identified pathologies and ensuring the safety of the structure. In 2021, additional repairs needed to be completed, and a thorough study and testing campaign was conducted in 2023 which included the extraction of zinc anode samples from the bridge. The present work evaluates the effectiveness of the repair measures implemented since the intervention, with particular attention to corrosion risk and the durability of the cathodic protection system installed to mitigate corrosion risks in the reinforced concrete exposed to a harsh marine environment. A key aspect of this study is the correlation established between the indirect measurements utilized to evaluate zinc consumption within the cathodic protection system and the direct assessment obtained from the extraction of the anodes, which provides a tangible measure of this consumption. The calculated service life was updated with the measurement, and the integrity of the system was assessed.

В данном исследовании изучаются конструктивные характеристики и несущая способность одно- и двухэтажных модульных пролетных строений с использованием как экспериментальных испытаний, так и анализа методом конечных элементов. Были проведены полномасштабные полевые испытания двухэтажного моста длиной 45,7 м, который был загружен грузовиком в десяти различных положениях вдоль пролета.

При проведении испытаний были получены фактические прогибы и осевые деформации в ключевых элементах конструкции. Экспериментальные данные были использованы для проверки правильности трехмерных моделей с использованием метода конечных элементов и уточнения методов моделирования двухэтажного модульного моста. Проверенные модели позволили провести дальнейший анализ конструктивных характеристик модульных мостов с различными конфигурациями.

Полученные данные помогли определить какая из конфигурация имеет наибольшую жесткость и несущую способность, а также какая конструкция имеет наилучшие эксплуатационные характеристики.

Abstract: This study investigates the structural performance and load-bearing capacity of single- and double-story modular bridge configurations using both experimental testing and finite element analysis. A full-scale field test was conducted on a 45.7 m double-story bridge subjected to truck loading at ten distinct positions along the span. Midspan deflections and axial strains of key members were measured and analyzed at each loading position to assess the bridge’s response under service loads. The experimental data were used to validate three-dimensional finite element (FE) models and refine modeling techniques for the double-story modular bridge. The validated FE models enabled further analysis of the structural performance of double-truss–double-story (DD) and quadruple-truss–single-story (QS) modular bridge configurations, both in single- and double-lane setups. The numerical results demonstrated that the double-story configuration with double truss lines per side provided a notable improvement in stiffness and load-carrying capacity compared to the single-story configuration with quadruple truss lines. Moreover, single-lane bridges exhibited better performance than their double-lane equivalents, emphasizing the impact of bridge width on structural stability. Wider, double-lane bridges were found to be more prone to out-of-plane buckling at midspan, with the top chords experiencing significantly greater deformation. Buckling analyses indicated that, although the DD and QS configurations had comparable critical loads, their failure mechanisms differed. Finally, live load factors predicted through the models were compared with the requirements of the Canadian Highway Bridge Design Code (CHBDC), confirming that the DD configuration in a two-lane setup meets code expectations and demonstrates effective structural performance.

1) Service life extension of The Little Belt Bridge anno 1935:
Can 90-year-old engineering still hold up to today’s traffic? Using five years of real-world train data, we applied a probabilistic approach to reassess the characteristic train load on the historic Little Belt Bridge anno 1935 in Denmark. The results were good: the design assumptions made decades ago still stand strong — and in some cases, may even be conservative. This presentation offers insights into how modern data can refine and validate historic load models, providing critical guidance for those managing aging infrastructure.
2) Rehabilitation of the New Little Belt Suspension Bridge:
Since 2017 a numbers of fatigue cracks, at approximately 160 locations, has been observed in the orthotropic steel deck of the New Little Belt Suspension Bridge in Denmark. The bridge was in 2017, 47 years old, and this was the first time to observe fatigue cracks in the steel deck of the bridge girder. For a bridge owner this can be a crucial observation, as it is well known that repair of fatigue cracks in orthotropic steel decks can be difficult to repair in a proper way and the repairs are normally costly. More to that it is difficult to foresee how this will develop, as the kilometers of welds and number of fatigue prone details are enormous. Despite the difficulties and uncertainties, the bridge owner needs to consider the related crack repair costs in budgeting of the O&M costs in the remaining lifetime of the bridge.

19 мая в Нам Дине прошло торжественное открытие моста Труонг Тьен (Thien Truong Bridge) через реку Дао.
Мостовое сооружение имеет длину 1,6 км, в которую включены сам мост и эстакадные подходы. Три пролета, поддерживаемые двумя пилонами перекрывают русло реки шириной 0,8 км. Железобетонные пилоны выполнены в форме лотоса и возвышаются над проезжей частью на 31,5 м. Пролеты поддерживаются двумя плоскостями вант, на каждом пилоне закреплено по 18 вант с каждой стороны. Эстакадные подходы разрезной системы, выполнены из предварительно напряженных железобетонных балок. Полная ширина моста 20,5 м
Открытие моста стало важнейшим событием для транспортной системы провинции Нам Динь. Для строительства объекта было выделено 46,8 миллионов долларов. Кроме того в связи со своим уникальным внешним видом мостовое сооружение преображает облик провинции и, следовательно, станет новой туристической достопримечательностью.

Abstract: On May 19, Nam Dinh held the grand inauguration of the Truong Tien Bridge (Thien Truong Bridge) spanning the Dao River.
The 1.6 km-long structure includes the main bridge and approach bridges. Three spans, supported by two pylons, cross an 800-meter-wide river channel. The reinforced concrete pylons, shaped like lotuses, rise 31.5 meters above the deck. The spans are held by two planes of stay cables, with 18 cables anchored on each side of every pylon. The approach bridges use prestressed concrete girders. The total width of the bridge is 20,5 м.
The bridge’s opening marks a major milestone for Nam Dinh’s transportation network, with construction costing $46.8 million. Thanks to its beautiful design, the structure also enhances the province’s skyline and is set to become a new tourist attraction.

Infrastar training school is coordinated by Université Gustave Eiffel. It originates from the European project Horizon 2020 Marie Skłodowska-Curie INFRASTAR (Innovation and Networking for Fatigue and Reliability Analysis of Structures - Training for Assessment of Risk).

The Infrastar training school aims to provide lectures and hands-on trainings to Master and PhD students, early-stage researchers, young professionals in order to be well aware of all aspects of asset management of civil infrastructures with respect to fatigue of materials, i.e. to put each individual work into perspective. The participants will get additional knowledge about their own field but also about what is performed beforehand and afterwards.

The courses will provide multi-disciplinary and intersectoral basic concepts in three core fields:
1. Monitoring and auscultation,
2. Structural and action models and
3. Reliability, risk and decision analyses;
ranging from the design to the dismantling of the structures: bridges and wind turbines.

A participant who successfully has taken part in the Infrastar training schools will be able to understand:
1. How to smarten the structures and its benefits.
2. How to model structural and material behaviours of civil infrastructures under loading.
3. How to develop, perform and assess structural risks and the value of structural information.

The International Probabilistic Workshop (IPW) series is a platform where experts and practitioners come together to explore the role of uncertainty in engineering problems.

At its core, the workshop delves into the application of probability methods to tackle real-world challenges in design, assessment, and system management. From evaluating structural reliability and safety to developing risk management strategies, the IPW emphasizes the importance of rationally integrating uncertainty into engineering. Through engaging discussions and presentations, participants address topics like:

Structural safety and reliability
Uncertainty modelling and quantification
Predicting and preparing for climate threats and extreme events
Robustness and resilience of buildings and infrastructure
Design, construction and maintenance decision making
Risk management and insurability
Digital tools in risk identification, assessment and mitigation

Во время проведения IABSE Symposium Tokyo состоялась специальная встреча делегатов-членов IABSE из России, по результатам которой было принято решение о перезапуске работы Российской национальной группы в составе Международной ассоциации инженеров-мостостроителей (IABSE)

IABSE (www.iabse.org) - крупнейшая международная ассоциация, объединяющая мостовиков из различных стран и областей деятельности. Под эгидой ассоциации проводятся большие конгрессные мероприятия, издаются журнал, монографии и сборники трудов, а также осуществляются исследовательская и просветительская деятельности в рамках профильных технических и национальных групп.

Главными целями работы российской национальной группы (Russian National Group of IABSE) намечены:
- Объединение усилий российского академического и инженерного сообщества по проведению конгрессных мероприятий научно-технического характера, в том числе международного уровня;
- Выстраивание горизонтальных связей в академической и инженерной среде;
- Сбор и систематизация базы знаний;
- Консалтинг по текущим возможностям международной публикационной активности, поддержка участия в международных мероприятиях;
- Представительство российского академического и инженерного сообщества на международных конгрессных мероприятиях;
- Организация платформы для проведения совместных исследовательских проектов в соответствии с ключевой темой "Life Cycle System Based on Long-term Targets and Practice" ("Сопровождение жизненного цикла искусственных сооружений, основанное на накопленном практическом опыте и решении актуальных научно-технических проблем")

An Attention-Based Detection Method of Fatigue Cracks on Steel

В статье описывается предложенная методика обнаружения трещин в стальных конструкциях с использованием многокадровых динамических изображений. Далее поле перемещений вычисляется на основе разности координат множества совпадающих характерных точек. Путем выделения неоднородностей в поле смещений можно локализовать усталостные трещины.

Данный подход позволяет определить поле перемещений целевой конструкции при динамической нагрузке, используя цифровую камеру потребительского класса без дополнительной предварительной обработки конструкции или её окружения. Метод позволил обнаружить усталостные трещины шириной 5 мкм, анализируя разрывы в поле смещений вокруг трещин.

Abstract: Steel structures are susceptible to fatigue cracking under cyclic loading, which can lead to catastrophic structural failure. In the incipient phase of crack propagation, the width of fatigue cracks typically measures less than 0.1 mm, making them difficult to detect using standard imaging techniques. This study presents a novel approach to crack detection on steel structures by tracking the displacement field on the structural surface derived from visual data. Initially, video or sequential images of the target structure under loading are captured and processed using an enhanced dense feature-matching model. The surface displacement field is then computed from the coordinate difference of the numerous matched feature points. By extracting discontinuities within the displacement field, fatigue cracks can be localized. Two case studies were conducted to validate the methodology: one involving a with a pre-existing crack and another steel plate with fatigue crack propagation. The findings indicate that the proposed method can be used to detect minuscule cracks, with crack widths as small as 5 μm. Factors potentially influcencing the method, including the texture of the steel surface, the region of interest (ROI) area ratio, the density of matching, and the resolution of input images, were discussed. Compared to traditional image-based semantic segmentation techniques, this approach is more convenient and precise, offering a promising avenue for the nondestructive evaluation of steel structures in civil engineering.
