Iran and Tehran-aligned Iraqi militias already treat the empty bases as a win. Those networks spent years striking coalition sites, especially after the U.S.-Israel war with Iran opened on February 28, 2026. Prime Minister Ali al-Zaidi had tied September 30 to disarming non-state armed groups. That pledge has slipped to June 30, 2027. Without a visible American counterweight inside the country, militia leverage over politics and security is expected to grow unless Baghdad enforces the delay.
ISIS is weaker, not finished. CENTCOM says Iraqi Security Forces can now manage the threat on their own — the test that has hung over every drawdown since 2011 and the 2014 return. Surviving cells exploit remote terrain, divided command and political gaps rather than holding cities. The measure after today is whether Iraqi units crush reconstitution before local attacks become a larger insurgency.
What remains is the question a harder regional reset has always posed: whether Iraqi sovereignty holds, Iranian influence expands into the vacuum, ISIS remnants find room, or some mix of all three takes shape. The battlefield has been reconfigured around Iran and residual terror networks. The era that opened in 2003 is closed. The watch from Jordan and the wider theater has just begun.
