A majority of the men once held at Guantánamo Bay were put through abuse designed by two psychologists on a CIA contract. Waterboarding, sexual abuse, beatings, stress positions, and sleep deprivation were the program. A Senate intelligence study, back in the October 2026 declassification wave, found the program failed to produce real intelligence and that claims of success rested on lies.
In 2002 the agency awarded more than $180 million to Mitchell, Jessen and Associates. James Mitchell and Bruce Jessen, later called the architects, had no interrogation experience and no expertise on al-Qaeda. The contract ended in 2009 after the firm had taken $81 million. In camp testimony Mitchell showed no remorse. The record showed a test lab for unproven techniques, with rules made or broken on the fly. Those transcripts are being reread this autumn as tribunal preparation expands on the island.
Lieutenant Richard Zuley, a Chicago detective in the Navy Reserve, arrived in late 2005 already known for confessions built on shackling, family threats, and coerced statements. At Guantánamo his interrogation of Mohamedou Ould Slahi was later called illegal and unconstitutional.
Former CIA director Gina Haspel briefly ran the Thailand black site. Reports hold that Abd al-Rahim al-Nashiri was waterboarded three times while she commanded that base. She was tied to the order that destroyed ninety-two tapes of men in U.S. custody. Confirmed in 2018, she left in January 2021. Her name now appears in the autumn 2026 releases matched to the black-site ledger.
The Red Cross, the United Nations, and the Center for Constitutional Rights concluded the military tortured prisoners inside the camp: threats of rape, dogs, solitary confinement, extreme temperatures, sleep deprivation, beatings, and abuse of the Qur’an. John Yoo’s 2002 memos argued cruel treatment was lawful if pain stayed short of organ failure or death. In April 2003 Donald Rumsfeld approved an expanded field manual after Navy lawyers called the additions illegal.
Hunger strikes met a nasal tube and, from late 2005, a chair binding hands, feet, forehead, and chest. Survivors described bleeding, vomiting, and fainting. The Senate study checked twenty claimed successes and found every one wrong. In October 2026 that file sits beside the camp’s new mission: more cells, new courtrooms, and tribunals for those who ordered it.
