■ Recommendations Targeting the Military and Security Apparatus

The text proposes a framework of legal and financial restrictions targeting Hezbollah’s military and security apparatus, to be implemented in parallel with the reconstruction process.

This track is intended to remain outside public circulation among diplomats, foreign governments, and international organizations, out of concern that the disclosure of its operational language could undermine the political credibility of the program’s broader framework.

● Alongside the peace framework and the Reconstruction Charter, there should be a parallel track that gradually narrows the room for maneuver available to Hezbollah’s military and security apparatus, using every available legal instrument:

■ First, international and domestic legal proceedings should be pursued to prevent evasion of sanctions, money laundering, and trafficking in weapons and drugs, and to refer designated individuals to the competent courts.

■ Second, targeted sanctions should be imposed on the Al-Qard Al-Hasan Foundation, financial networks linked to Iran’s Islamic Revolutionary Guard Corps, revenues from Captagon and drug trafficking, and money-laundering operations based in Dubai.

■ Third, travel bans should be imposed, assets frozen, and INTERPOL Red Notices issued against designated individuals involved in weapons procurement, financial facilitation, or military operations.

■ Fourth, Lebanese banking orders against unauthorized financial operations should be enforced, while the capabilities of Banque du Liban and the Financial Intelligence Unit should be strengthened.

■ Fifth, intelligence support should be provided to intercept the flow of weapons and disrupt financial networks, in coordination with U.S. and allied agencies.

In practical terms, this track operates in parallel with the Reconstruction Program rather than as an alternative to it. Accordingly, the Reconstruction Program would provide the positive incentive, while the pressure track would weaken Hezbollah’s capacity to resist or disrupt the process. Both tracks are necessary, and neither is sufficient on its own.
