💡 What is 'Propose' in ATLETA Governance?

Proposing is the process when users suggest changes to the protocol in ATLETA's governance system. The lifecycle of a proposal involves 3 phases:

① Screening: The submitted proposal is reviewed for 72 hours and moves forward. If flagged by a supermajority of members, it’s discarded.

② Consideration: The community discusses, approves, denies, or resubmits the proposal for a period between 7 to 90 days.

③ Implementation: The proposal is implemented if it receives at least two-thirds of the voting power with 44% approval. Otherwise, it's rejected.

This well-established process guarantees proposals are properly vetted and democratically approved 🌐

🤝 Governance is the heart of decentralization, but it requires strong deterrents against bad actors.

🚫 Spam Flagging Proposals:
Misusing the flagging system earns strikes for the address, as it disrupts governance and creates friction in the forum.

🔴 Submitting Malicious Proposals:
Proposals discarded by the community earn strikes for the issuing address, as they hinder effective governance.

We’ve implemented penalties for these actions:

• 3 concurrent strikes: Slash 50% of staked $ATLA;
• 3 strikes within 864,000 blocks: Slash 50% of staked $ATLA;
• 20+ total strikes: Slash 100% of staked $ATLA and blacklist the address.

💡 These measures comspose a fair, transparent, and secure governance system while empowering genuine contributors.
