🇭🇰 Hong Kong Weighs AI Liability Rules
Hong Kong officials are studying new AI legislation focused on data governance, safety standards and liability boundaries, after the government said it would address AI-related disputes and cyber-enabled crime. In his policy address, Chief Executive John Lee said a Department of Justice-led working group would review whether existing laws are adequate for accidents or damage caused by AI products.
The push follows rising official concern over misuse of the technology. Police have listed AI among Hong Kong’s five main cyber threats in 2026, citing cases involving AI-generated scam materials and deepfake identity documents used to open bank accounts for money laundering. Lawmaker Duncan Chiu said legislation should prioritise data security, arguing that rules targeting specific AI applications would struggle to keep pace with the technology.
Chiu pointed to mainland China’s Data Security Law as a reference model, including its tiered system for classifying and protecting data by sensitivity and importance. Clearer liability rules are also seen as necessary to support wider business and public adoption of AI.
