The technological-system, for the sake of its own efficiency and security, needs to bring about deep social changes to match the changed conditions which are a result of technological progress. What it does is that the system provides safe "outlets" for them to be directed against values the system no longer needs or may now find harmful. These rebellious impulses do not go as far as to threaten the essential needs of the system, the system only lets people “blow off steam”, and therefore, technological progress is free to march forward. This is the system's neatest trick, and the continual rebellion against the old modes of the system gives the illusion of freedom because you are constantly garantueed more and more constitutional rights.
