Verdict issued in Gansu Tianshui kindergarten lead poisoning case
On October 16, the Lanzhou Intermediate People’s Court publicly announced its first-instance verdict in the lead poisoning case at Brownstone Peixin Kindergarten in Maiji District, Tianshui, Gansu. Six defendants were sentenced for producing and selling toxic and harmful food.
Li Huifang, the person actually in charge, was sentenced to life imprisonment. Executive principal Zhu Jinglin received a 15-year sentence, while four kitchen staff members were sentenced to between 6 and 8 years and fined.

The Ministry of Commerce has introduced temporary registration requirements for exports of technologies related to artificial intelligence, biopharmaceuticals, and photovoltaics.
China’s Ministry of Commerce plans to revise the Catalogue of Technologies Prohibited or Restricted from Export. The draft, now open for public comment, covers 40 technologies across three fields: artificial intelligence, biopharmaceuticals, and photovoltaics.
The 23 AI-related technologies include large models, AI agents, computing clusters, and information processing. Technologies already in the public domain through open-source releases or academic publications, among other means, will not be subject to regulation. The five biopharmaceutical technologies cover cell and gene therapies, oligonucleotide drugs, and pathogenic microorganisms. For overseas licensing arrangements that do not involve the transfer of ownership, facilitation measures such as automatic licensing will apply. The 12 photovoltaic technologies relate to polysilicon production, wafer manufacturing, and cell manufacturing. The scope of technology controls will also cover key and core equipment used to implement these technologies.
