🇳🇴 Norway is held legally responsible because it registered Starlink with the ITU, requiring it to enforce sovereignty laws.

Tehran cites a 2023 ITU ruling obligating Norway and the US to deactivate unauthorized Starlink devices in Iran.

The service was allegedly used by US and Israeli intelligence during conflicts and the January 2026 internal unrest.

Starlink is described as a critical tool for military digital kill chains and intelligence gathering.
