Between 2009 and 2024, 30 oil refineries closed in Europe. Diesel prices are at record highs relative to oil prices.

The EU and the UK are purchasing near-record volumes of diesel fuel from U.S. refineries, making the region highly vulnerable to White House policy. The chart shows monthly data through July. Figures for August and September will be even higher.
