Illegal food carts and temporary stalls have flooded the beaches, parks, and sidewalks in downtown San Diego.
Most of them operate without health permits, food handling certifications, refrigeration equipment, or proper waste disposal systems. They occupy the most prime locations and act as if the rules don’t exist.
Restaurant owners pay thousands of dollars every month in rent, taxes, and permits. Then they watch as unlicensed vendors set up shop right on the sidewalk in front of their doors.
California’s 2018 “Safe Sidewalk Vending Act” decriminalized street vending statewide. A recent ruling by the state appellate court found that certain provisions of San Diego’s local ordinance conflict with this law. Enforcement has loosened. The carts are back.
At some point, a simple question arises: Are we running a functioning city, or are we simply watching it fall into disrepair?
Apply third-world standards long enough, and you’ll end up with a third-world city.
