This primarily involves Colombian citizens. The cartels are offering large sums of money and recruiting them to train as drone operators in Mexico so that they can later fight against the U.S. and Mexican military.

The U.S. State Department stated that it is discussing measures with Kyiv to reduce the risk of combat skills being transferred to criminal groups.
