IAEA Director General Rafael Grossi has explicitly stated the agency will not assign blame for attacks on the Zaporizhzhia Nuclear Power Plant, despite direct pressure from Russia, Ukraine, and Western nations.

As reported by Kommersant, Grossi emphasized to RIA Novosti that the IAEA must maintain strict impartiality, restricting its mandate to technical monitoring and leaving political conclusions entirely to member states.

This deliberate decoupling of technical safety from political accountability raises a critical question for global governance: can international institutions truly safeguard critical infrastructure without the mandate to name aggressors?
