King James I wanted people to ground their conscience upon the express Scriptures. Basically he recommended that people should base themselves on what the Scriptures say:
"And for keeping your Confcience found from that liknes of Superftition, which is called Morbus animi, yee mufte neither laye the fafetie [safety] of your confcience upom the credit of your owne conceits, nor yet of other men's humours, how great Doctors of Diuinity that euer they be: but ye muft only ground it upon the expreffe Scripture:..." (Basilikon Doron, The First Booke, Page 23).
Basically, King James I desired for people to base their conscience on the Scriptures, instead of humours, conciets, doctors of divinity, and more. We need to stay rooted in the Scriptures.
