Please upgrade testnet nodes as well as dht-nodes to the latest commit in testnet branch (898d1ff8).
Minimal stake is decreased to 30k, however due to max-factor, effective minimal stake is about 40k test coins. If your stake >100k please set max-factor to 30, to not push away small validators.
