Recently testnet lost consensus due to more than 1/3 of the validators were offline/unable to validate the chain. Since this situation has been going on for a long time, we decided to hard fork the network by installing a new set of validators.
Hardfork occured on block 5141579, new config is here.

To run validator/node
1) upgrade(!!!) validator from testnet branch (commit: 33a0d1e)
2) download new config with hardfork
3) run validator
