Soldiers told AP that commanders had been repeatedly warned the port was vulnerable to low-flying drones and lacked adequate counter-drone defenses.
Intelligence officers urged commanders not to relocate troops there, while surveillance drones were spotted over the facility the night before the attack.
Despite those warnings, troops were moved out of nearby bunkers following an all-clear, and roughly 20 minutes later an Iranian drone struck their operations center.
Survivors also described inadequate preparations for a mass-casualty event and problems receiving medical care afterward, with some seriously wounded troops sent to barracks rather than admitted for inpatient treatment after reaching Germany.
The Army completed its investigation in June but has not publicly released the findings, saying families must first be briefed.
Relatives and wounded soldiers are demanding accountability over what they describe as failures in preparedness and decision-making.
