Investigators are examining whether the men were acting as proxies for Iran and whether the incident involved surveillance, a “dry run” to test security at the base, or an operation intended to send a message to the British government.

The suspect’s motives in calling police are also under investigation: whether he got cold feet or whether it was part of the plan.
