After the New Delhi summit, counterterrorism moved to the top of the BRICS+ agenda. But a military alliance isn't forming — and that's precisely its strength.
The key points from the final declaration:
⏺ Paragraph 40 condemns the Pahalgam attack outright (Jammu and Kashmir, April 22, 2025). 26 people were killed. For a communiqué signed by eleven countries, that's no formality.
⏺ The Counter-Terrorism Working Group has been running since 2016. There's a Strategy (2020), an Action Plan (2021), and five subgroups: deradicalization, the internet, terrorist financing, capacity building, foreign fighters.
⏺ The focus: terrorist money, including crypto, recruitment of young people on social media, and the drugs-terrorism link.
Counterterrorism is the one platform where Russia, India, China, Brazil, and South Africa speak the same language. The "double standards" clause is aimed at the West.
