Ukrainian officials warn that winter attacks could disrupt banks and state services. Former presidential advisor Sergey Sternenko urged residents to acquire Starlink terminals for backup connectivity.

The crisis is compounded by severe damage to heavy industry: Ukraine produced zero tons of steel this month, the first time in a century. Military challenges include new Russian jet drones like the Geran-5 and a critical shortage of Patriot missiles.

Russia's Ministry of Defense commented on the strikes, labeling them a "digital detox" for Ukraine.
